2. Presidents Report:
A. FD M&C Jan 13th- Minutes will be posted- Any questions, please see Chuck Carlson or John Knobbe
B. CARE Meeting Jan 20th- Minutes will be posted- Any questions, please see Molly Kennedy or Kevin Graves
C. Forensic Division Joint Labor Management meeting Jan 20th with all SPRTC Unions/Associations with Forensic Division Management. Many of the discussion topics were covered at the January 13th meeting. Mike Tessneer (SOS CEO) did not attend due to schedule conflict. Management initiatives concerning Trauma Informed Care and FD Mission Statement were discussed along with planned line staff training. Management is holding off on any actions or planned changes until the new DHS administration is in place.
D. MSOP Meet & Confer Jan 20th Please see Molly’s report for specifics.
E. Presidents Meeting Jan 14th- Chuck Carlson and John Knobbe attended. The main topics were Day on the Hill and AFSCME’s campaign to combat the current Legislature’s anti-union and anti-public employee message.
F. February General Membership Meeting - The February meeting will at the St Peter American Legion Club at 4:30pm on Feb 10th. The meeting will be focused on the next contract cycle and the bills in the legislature that limit or eliminate contract bargaining rights. We will be having a drive to get people signed up to attend day on the hill to demonstrate our resolve to fight.
There are bills on the House floor to cut the number of state employees by 15% which translates to 103 layoffs for our local. The second bill would institute a hard pay freeze for four years (no raise and no steps) and start the attack on our pensions. We will be inviting Rep Morrow to speak to these bills and any other bills that pertain to Public Employees and/or DHS at our meeting

3. Old Business:
1. Potential vacation request MoU- no response from ML 1092.
2. Progressive Drawing process – Drawing every three months – March, June, Sept, December. Drawing amount is $125- don’t have to be present to win.
4.New Business
1. Day on the Hill- A campus wide email will be sent out to let everyone know that DOTH is on March 22nd. Those interested in attending should email Connie Anderson by Friday February 18th.
2. Trustee Position- 30 day notice for voting on trustee position (currently held by Kelly Woelpern).
3. Benny card Update- Cards have been reloaded with $125
5.Items from the membership- UNIFORMS IN MSOP- if you did not get $300 for uniform allowance you should contact Michelle Rodning or Jaime Fromm. There is one person that only received $125
Social Committee: Many compliments and kudos on the Christmas party. Good job Michelle and Connie!
Officers Reports:
VP-John Knobbe: “In the last month I sat a louder mill where a suspension was reduced to a written reprimand which I will grieve next month. We attended the Joint Labor Management for forensics, met with nursing supervisors, attended Master team meeting last Friday where we put together the proposal package that will be brought to the master committee on Saturday, had new employee orientation this morning, & forensic M&C today.
The local strongly argued 2 3rd steps today and I am looking forward to how management can deny these 2 grievances because if they do Scott’s “Awaiting Arbitration” list will never shorten up. Also fixed a step level for a staff to the tune of about $800 payoff.

VP- Molly Kennedy: “On Sat the 15th I will be attending the 2 part of negotiations which will narrow down what will be brought to the table to create the contract with the State. Next week will be having MSOP meet & confer on the 20th. If anyone has any agenda items please send them to me by Mon.

Treasurer-Connie Anderson: December’s treasurers report will be presented along with January’s at the February general membership meeting.
CS MSH/Transition: John Collins: “We presented two step 3’s today at Meet & Confer. One was a 10-day suspension the other a 3-day suspension. We are hopeful for good results for both. We also have an active Equal Employment Opportunity investigation going on right now that was initiated by us over our concern that two of our members are being harassed and discriminated against in a work area. This is a new experience for us and we are learning how this works. Also want to send out kudos to our stewards who sit many of the investigations that continue to go on lately. Good note-taking by stewards has been vital in recent grievances as the states investigation has failed to include some comments that have been recorded by stewards. Particular kudos to Eric Ridout, Justin Nelson, and Greg Naumann on this front. “

CS- NOCs/CRP: Jeremy Tubbs: nothing new to report
CS – Facilities and Forensic Nursing Home: Jill Gorman: “Ongoing investigations in the Nursing Home- sexual harassment towards male staff. Physical Plant employees had their hours changed. Nursing Home A team response- they are the A team and if they call for extra resources the MSH OD will take over as incident commander.”
CS – MSOP : Matt Stenger – nothing new to report
EB-Anne Mehltretter: “Attended negotiations assembly.
Working on work rule for 0.8 LPN’s to make time off requests with management more feasible.”

CLU delegate report- nothing new to report.
Council 5 Field Representative Scott Grefe: The new Commissioner of Human Services is Lucinda Jesson. She has a background in health/human services and legal. Scott has met with her and feels we will be able to work well with her. Scott and his boss will be meeting with her to discuss how things can work better- access to the Commissioner is HUGE! Scott also mentioned that tickets are on sale for the Nellie Stone Johnson dinner that will be held on Thursday March 24th. Donations for the silent auction are also being accepted. Scott has contact information if interested.
