3.Old Business:
a) Contract negotiations- John Knobbe has paper forms for proposals. There is also an electronic form on the Local 404 website and at AFSCMEMN.org. Paper forms need to be turned in to John Knobbe by September 16th. Electronic forms can be submitted online. There will an election for contract negotiation delegates at the October meeting. Delegate nominations need to be in by September 16th.
b) 30 day notice for fall convention delegates- fall convention is Sept. 30-Oct. 2. There are 32 spots available- those interested should submit their names to Connie Anderson.
c) Voting delegates for the AFLCIO convention which is to be held Sept. 25-Sept 28. We will be sending 5 delegates. Chuck Carlson, John Collins, Connie Anderson, Scott Grefe, and Jeremy Tubbs were elected as delegates to attend. A motion was made by Matt Stenger to elect an alternate, second by Connie Anderson and carried. Paul Schwichtenberger was elected as the alternate. A motion was made by John Knobbe to pay carpool mileage and customary expenses, second by Anne Mehltretter and carried.
d) Voting for C5 Convention- this will take place at the September General Membership meeting.
4.New Business
1. Ordering more ID Lanyards- The e-board recommends ordering 250 lanyards. A motion was made by John Knobbe, second by Eric Ridout then carried.
5.Items from the membership: Further issues with the Nursing Home are expected to arise after maintenance had to shut off the air conditioners in order to run MSH.
Social Committee: Nothing new to report.
Officers Reports:
VP-John Knobbe: “In the last month I met with HR to discuss grievance resolution for last month & 2 are being reconsidered. We met with MSOP St. Peter & CARE St. Peter, the legislative finance committee over the MSOP budget, did a laudermill in St. Paul, attended Joint Labor Management in St. Peter that told us nothing new, testified @ an unemployment hearing for a member, attended a M&C in Rochester @ the CBHH and assisted in steward re-certification, assisted with new employee orientation & met with HR reps about Christensen Home & most importantly voted in the primary on August 10th. This is to determine our Boss!
Today I presented 3 third steps involving language. They addressed; cashing comp time, scheduling holidays, and restricting bids due to past discipline. We await managements reply.

VP- Molly Kennedy: August 17th Recert training from 9am-12noon and 3pm-6pm– motion for usual expenses made by John Knobbe, second by Connie Anderson then carried. There will also be new steward training on October 18th and 19th from 8-4:30pm.
“This month in MSOP we have worked with Tim Lokensgard on the 40 hour vacations. The process has changed quite a bit but we have gone back to piggy backing since the vacation. We have the joint quarterly Meet & Confer w/ Moose Lake on August 19th at the Council 5 office. Please see notes on the MSOP homepage. I will have the response to mutualing to doubles grievance tomorrow. This month we are going to also have another steward recert on August 17th at the Redmen 9am-12noon and 3pm-6pm. I have set up a new steward training Oct. 18th & 19th and will be held in St. Peter at the Community Center. If you are interested let me know.

CS MSH/Transition: John Collins: “As a union we work to help our members on the personal, more micro-scale while also working on larger more complex macro-issues. Both are very important and unfortunately both can be very frustrating in terms of achieving positive outcomes for the union as a whole or for the individual members and their challenges. So I want to put out kudos to Vice-President John Knobbe for doing what he does best and achieving a clear clean victory for two of our members this past month who were experiencing some difficulties from management. Sometimes things move so fast we forget to take time and notice when these victories happen.”

• Re-certified both stewards this month
• Had proactive discussion concerning definition of “emergency” as it relates to inversing AFSCME staff.
CBHH St. Peter
• Preparing to argue 2 – 3 step grievances relating to inversing during “emergency” situations.
CARE St. Peter
• Nothing to report at this time.

CS- NOCs/CRP: Jeremy Tubbs:
“There have been a few happenings over the past month. I sat one laudermill on a suspension and have filed 1 grievance.
The CRP unit has had a few issues. The first being scheduled breaks. The staff feels that they should be able to pick their own break times. I had a conversation with the supervisor in that area and she agreed to look into it. Also, a shift exchange between a day staff and NOC staff was denied. I again had a meeting with the supervisor. I argued that if the staff are allowed to be inversed or pick up extra shifts on the NOC’s then they are capable and qualified to mutual. The supervisor agreed and said she would look into allowing the mutual between the two shifts on a case by case basis.
There was an investigation and a discipline given on MSH nights and a discipline given in the maintenance department. Both are being grieved pending review of files.

CS – Facilities and Forensic Nursing Home : Jill Gorman: “Investigation has been completed in Physical Plant . Looking for stewards to represent the Nursing Home”
CS – MSOP : Matt Stenger: “In MSOP we have filed two grievances this month and sat one investigation. We still haven't gotten an answer for the class action grievance about being able to mutual to 16 hour shifts. We are going to be doing another steward training in October and are going to be adding three more stewards onto the third watch.”
EB-Anne Mehltretter: “Spoke with multiple members/ nurses regarding the tracking of denied vacation. Some wanted to readdress this issue. I did remind them that this was addressed less than a year ago and management has no obligation to do so, although it would be considerate of them.
Did verbal get out and vote reminders. Looks like it paid off!”
EB-Greg Naumann: “I have added the SC’s that were recalled from the layoff list back to the Roster. I will be sending out a campus wide roster in a few weeks. Some people have asked for more lanyards as theirs is broken, Awaiting Approval from the Local before ordering more.

CLU delegate report:
This has been a busy year so far for the Southeast Minnesota Area Labor Council (SEMNALC). First, we hired two new Field Representatives, Chelsie Glaubitz and Audra Waylett to replace our staff person, Liz McLoone, who recently resigned after several years of dynamic work for us. She was a great asset to our team and she will be missed. They will be contacting you soon to introduce themselves.
Second, we strengthened our work with community partners. We are members of the Minnesota Fair Trade Coalition, Jobs Now Coalition, Minnesota Council of Non-Profits and recently, the Chambers of Commerce for the Rochester and Mankato areas. Additionally, we have labor leaders participating on all the committees and taskforces on the local Workforce Investments Boards.
Council 5 Field Representative Scott Grefe: Do you all want to save your jobs and your benefits? Scott would like to urge you to do something political! Whether it is phoning, handing out fliers, or door knocking; educate yourself!!
