Management:

AFSCME:

  1.  SC’s working HSSS OT and HSSS working SC OT- this was addressed at last month’s meet and confer and it was decided that it would be subsequent shift sign up only.
  2. AFSCME being able to pick up AFSCME overtime before other bargaining units-this was tabled for next month.
  3. Split OT shifts for SC’s- tabled for next month.
  4. Update on generic login for when patients need to use the computer without staff supervision-Webex has been downloaded on the iPads that we have now, an instruction sheet for how to use this will be forthcoming with OASI’s working on getting it finalized.
  5. LPN lead or LPN 2 position-Management has asked for input from the RNAS to see if there’s a need for this position and what the position, historically, would do. For this position to come back, management said that they need a position description. Labor provided the example of LPN’s ordering supplies as one of the tasks they do above and beyond. AFSCME leadership will reach out to LPN’s and let them know that management is willing to discuss the promotional options.
  6. 12-hour shifts-Labor brought up if management has set the expectations for what the 12’s need to be doing and management will discuss it will the supervisors of the grove floats. Management will discuss at next staffing meeting the lead spots for the 12-hour shifts but the plan is to post them in the fall.
  7. New Shifts-questions-Patient hall pass movement during shift changes was brought up by labor and it will be discussed with security services in upcoming meetings.  Labor also brought up using comp/vac for shift overlap if working a late shift into the NOC.  Management would like to discuss those options in a workgroup meeting where the staffing supervisors will be present.

  4. Are the stone signs at the entrances stone from Wisconsin or Minnesota?
  5. OT process in physical plant
  6. FNH mutuals to doubles .5 hour break overlap-take 2 breaks and use accruals or skip a break

New Business

Management:

  1. CNA training program-2 people completed the training and one stayed at FNH went to PV. There are 2 more people in training that may stay at FNH.  2 more people are starting NEO that will be going through the training.
  2. FNH-Forensic Nursing Home is reviewing allotments for vacation requests with scheduling to hopes to make more vacation spots available.

AFSCME:

  1. AOD’s telling people what staff called in and got them inversed.   Management will investigate that.
  2. Different shift options for HSSS-Labor brought up that HSSS have asked about getting 10- or 12-hour shifts. Senior leadership will meet with Grove A managers to see about surveying the staff to find out what the interests are and then go from there.
  3. Can LPN’s take RN overnight shift at the point of inverse- Senior leadership said that yes LPN’s can take RN overnight shift at the point of inverse and will get the word out to AODs. Labor also asked if they are planning to cut LPN-RN overtime for 3.5 shift? Management said no they don’t plan on cutting the overtime shifts down to shorter hours.
  4. Stone signs-Management said that they worked with contractor from MN to get the stone signs at the entrance to the facility, but the stone did come from WI quarry.
  5. OT process in physical plant-Labor requested a consistent process on how physical plant overtime is distributed.  There have been two different ways in the recent past; scheduling vs. supervisor.  Management will investigate this further, see if there’s an option in Atlas and communicate it with physical plant.
  6. FNH mutual to double, not take a ½ hour break-Labor asked if members at the nursing home could follow what the nursing staff do when they mutual into doubles, they are allowed to forego their break.  Management will have to look at it closer with HR and then finalize their decision.
  7. Anti-union signs in PV-Labor has been made aware that there are drop out of union signs in Prairie View and to get those removed.  Management can investigate it but also want labor to do some investigating into who may be doing this.
  8. Prairie View chaos-Labor brought up the troublesome patient activity in Prairie View ie, gambling, patients sitting outside after curfew, yellow’s moving back into the perimeter, patients having their passes revoked and still being in transition. Management will investigate.
  9. LPN agency nurses-Labor asked if the LPN agency nurses are allowed to pick their schedules. Management said no they don’t get to pick their own schedules.
  10. Supplemental language-Labor asked if some of the supplemental language can be honored before MMB gets the final word to implement the whole contract, the working 26.5/48 hours part of the supplemental contract.  HR will discuss and let labor know.

Roundtable:

  1. Schedules-Security services have been asking about scheduling options, and management is not looking to make changes but surveying what they’d like.
  2. Physical plant- They are going to be rekeying all the buildings and getting key boxes in the buildings.  The key box will contain a key for union office then getting extras to officers with the union approval.
