AFSCME Labor/Management Meeting Minutes
Thursday, August 24, 2023 - 1:30pm – 2:00pm
Management Introductions: Jen Erickson, Adam Luberts, Frederick Bender, William Kopf, Maria Talamo, Naomi Ochsendorf, Sonja Fink – Human Resources

Old Business
Old Business:
1. Follow up on CBHH Staff in the workplace that makes staff uncomfortable because of past behaviors. How has it gone?
a. Management - has address with staff meetings and have had individual meetings with people that chose to meet with them. The Employee Assistance Program was utilized by some employees on site. Continue to follow up staff expectations and encourage them to talk about things as needed.
2. New Employee Orientation-run by L&D when employee first starts? Concerns about how NEO are going.
a. HR - The process has been revamped but haven’t had any feedback on if there’s any concerns. There has been time set aside to meet with AFSCME.
b. Management - The invite was sent to AFSCME from leadership, and no one attended.
c. HR - is requesting to get a more formal process when employees first start.
d. Management - Rochester will follow up on their end.
e. Union - AFSCME would like a set day for CARE in St. Peter.
f. HR - Members don’t need to meet with AFSCME if they don’t want to.
3. Schedule Posting
a. Management - Adam has been doing it for a few months now and it’s posted on time and seems to be going well.
b. Union - AFSCME hasn’t had any concerns brought to their attention.
New Business
1. Process for Union time during Orientation-Set date with process. Covered under old business.
2. Update on staff training improvements at CBHH-covered under old business.
3. Vacancy Rates-Human Resources will provide.

4. Overtime Rates- Human Resources will provide.
5. PELRA law-added the staffing levels to terms and conditions of employment, discussion? Management and Human Resources are willing to talk about it once they get more clarification from Minnesota Management and Budget. Labor wants to talk about what both facilities have for staffing ratios now and if you plan to change them in the future.
6. Covid Protocol
a. Management - Covid masking happening at Rochester and patient is in isolation. Nurse Practitioner recommended this, and she has the authority to make the calls as to when masking occurs and when it will end.
b. Union - Are the people that got covid at work going under leave? Do they have to use their own accruals? OR what do they get to use?
1. Management - Covid leave has expired for staff. So, it would be workers’ comp or own accruals.
7. Pandemic Preparedness Plan
a. Management - Pandemic Preparedness Plan is not just a facility plan, guidance from what is given by MMB.
